OPM Performance Management Changes for Federal Employees

The number and impact of changes to the performance management system since January 2025 rivals anything since the passage of the Civil Service Reform Act of 1978.
New OPM regulations in 5 CFR Part 430 which became final in August 2026 change fundamental parts of the system including summary rating levels, higher level review of unacceptable ratings, and grievability. These regulations also eliminate the prohibition on standardized distributions which is probably the most controversial of the changes OPM has set in motion.
Proposed 432 regulations issued in July 2026 will implement changes related to the extent to which assistance is required for an unacceptable performer, the length of the improvement period, and the ability to enter into clean settlement agreements.
